Although there were many different rulers of Mesopotamia, there is one that is definitely the most important: Hammurabi. The reason for this being that he was the reason Mesopotamia was the first civilization to have written laws. Hammurabi's Code was the Mesopotamian thing that has made the most impact on the modern-day world. These legal codes, that were written down, let Mesopotamians know what would happen if they did something they weren't supposed to do. These rules were engraved on a stone pillar. Hammurabi also took over the city of Babylon and turned it into the capital of Mesopotamia.
Even though Hammurabi was the most important ruler, he definitely wasn't the only one. Some other famous rulers were Sargon of Akkad, who founded Mesopotamia. The ruler Ur-Nanshe built city walls and temples. Yet another ruler, Nebuchadrezzar II was in favor of art, and encouraged it, and also was responsible for the reconstruction of Bablyon after it was destroyed.
